ADVOCACY

of September, and three others had
primary run-offs-making it difficult
for voters to know what each
candidate supports.
Voters are voting-by many accounts
in large numbers, based on a snapshot
of how things are right now. There are
no guarantees that anything will improve
in the next month, but kneejerk voting
tends to ignore sound policy.

So, will the 2018 blue wave translate
into a 2020 blue tsunami? That remains
to be seen, but it is looking more and
more likely.
The good news is that ACA International
has worked, and will continue to work,
in a bipartisan manner to protect the
accounts receivable management (ARM)
industry, regardless of which party is in
the driver's seat. We will continue to invest

our time and resources in educating probusiness candidates and we will continue
to partner with those who support our
industry's issues. It is entirely possible that
things will change drastically for the ARM
industry come January, but no matter what
ACA is ready.
Patrick Russell is ACA International's federal
advocacy director.

BUILDING RELATIONSHIPS
ACPAC, ACA International's political action committee, has been tracking the tight races in the House
and Senate very carefully and investing PAC dollars in
solid pro-business candidates who are supportive of
accounts receivable management industry issues.
ACPAC's mission is to forge a powerful political
partnership between ACA, its state units and all 2,500
U.S. members to protect the industry from legislative
and regulatory risk. ACPAC is bipartisan and supports
candidates for federal office who share and support
the views of ACA members.
ACPAC members are encouraged to recommend
candidates for financial support. When a candidate
is recommended for consideration, the ACPAC Committee considers certain key criteria in deciding how
ACPAC funds should be allocated, including:
* The integrity of the candidate.
* The candidate's position on issues
important to the industry.
* The candidate's experience in the
policymaking process, including whether
the candidate holds a leadership position
or is likely to hold such a position in
the future.
* The candidate's voting record and past
leadership on issues of concern to
the industry.

* The support for the candidate by one
or more member companies located
in their district or state.
* The nature and strength of the candidate's opposition in the election.
As a matter of strategic principle, ACA seeks to build
relationships on both sides of the aisle in order to be
best positioned no matter the election outcome.
The 2020 elections will set the course for the future
direction of American policy. ACA's federal advocacy team looks forward to working with lawmakers
on important issues facing the industry in the 117th
Congress.
