press time there were no updates on
the legislation.
With a slight smile, Mulvaney noted
that surprise medical billing is one of the
only issues the Republicans, Democrats
and Independents agree on. Meaning, no
one wants surprise bills, but the question
is-what do we do about them? He shared
several potential solutions being tossed
around in Washington, including allowing
different regions to set their own policies
or eliminating surprise out-of-network

Other highlights of the event included
a standing-room-only crowd at a TCPA
session featuring Eric Troutman, partner
at Squire Patton Boggs LLP, and Jeremy
Gladstone, assistant general counsel with
Capitol One. In one of the last sessions at
Fall Forum, the two top-level attorneys
bantered and exchanged ideas about
various lawsuits that continue to create
uncertainty around the law. Meanwhile,

Messer LLP, and David Kaminski, partner
with Carlson & Messer LLP, also discussed
the TCPA in the digital age in an extremely
informational members-only session.
What text messaging means to the future
of the accounts receivable management
industry was discussed in a session called
"Limited-Content Texting: Optimizing
Your Communication." Gordon Beck,

president, COO and minority shareholder
of Valor Intelligent Processing, along
with Karl Koster, chief IP and regulatory
counsel for Noble Systems Corp., fielded
questions on this issue as it relates to text
messaging and the CFPB's proposed debt
collection rule.
