BUSINESSOPERATIONS

* Goals - Staff developed a list of six
comprehensive goals that consider all
aspects of the association including
education, advocacy, financial
responsibilities, communications and
legal duties.
ACA develops the most soughtafter education and expertly curated
resources available in today's complex
accounts receivable management industry
marketplace. The association helps members
succeed by providing exclusive access to
many of these resources along with the
opportunity to purchase other products and
services at rates significantly less than those
charged to the public.
Here's a high-level snapshot of the
association's recent accomplishments, plus
updates on various projects.

REGULATORY
ACA's well-connected regulatory team is
leading the way in Washington, D.C., to
educate lawmakers about creating policies
that distinguish between illegal actors
and legitimate businesses. At press time,
the association was working with the
Consumer Financial Protection Bureau

on its proposed debt collection rules
released on May 7.
Meanwhile, under Vice President and
Senior Counsel, Federal Advocacy Leah
Dempsey's leadership, the advocacy team-
in conjunction with members-responded
to a series of Requests for Information
related to the CFPB's core functions,
including enforcement, supervision,
rulemaking, market monitoring and
education activities.

FEDERAL AFFAIRS

STATE AND UNIT AFFAIRS

ACA's federal staff, including Rae Ann
Bevington, vice president of congressional
and political affairs, is on the Hill every
day advocating on behalf of the industry,
particularly in reference to the following:
* The Telephone Robocall Abuse
Criminal Enforcement and
Deterrence Act.
* Telephone Consumer Protection
Act reform.
* Call blocking and labeling.

Under the leadership of Andrew Madden,
ACA's vice president of government and
state affairs, the association and its 36
state and regional units identified and
tracked more than 700 state-level bills
that, if enacted, would impact the accounts
receivable management industry. In
conjunction with the state and regional
units, ACA leads efforts to support and
oppose legislation while frequently
organizing and participating in broad
coalitions that collectively advocate for
shared interests.

ACROSS CHANNELS

Some big news for ACA and the industry
occurred March 16, 2018, when the U.S.
Court of Appeals for the D.C. Circuit
issued its long-awaited decision in the
landmark case of ACA International v. FCC.
In handing down its decision, ruling 3-0
in favor of business industries, the D.C.
Circuit Court focused on the key issues
ACA presented in its challenge to the 2015
TCPA Declaratory Ruling and Order,
including the definition of an auto-dialer,

COMPLIANCE
Not only did the compliance team celebrate
when Andrew Pavlik rejoined the team as a
compliance analyst, but the team also highfived when the ACA SearchPoint™ webpage
received almost 90,000 views in 2018. Last
year, ACA's compliance team also updated
69 documents in the ACA SearchPoint™
library of approximately 230 documents
that focus on an array of federal and state
laws and regulations.

promote its organizational and advocacy
positions aimed at helping members
succeed. Among its projects last year, the
department developed and administered
the 2018 Member Satisfaction Survey
Report, which will become an annual
research tool to ensure that members are
being offered the products, services and
events they need to succeed. All research
is managed by ACA's Director of Research
Josh Adams, Ph.D.
