Florida Collectors Association Holds
Annual State Legislative Conference

M

embers of the Florida Collectors Association (FCA) spent the day in the state's
capitol in March to meet with several state representatives and senators during the
unit's annual State Legislative Conference.
"The event exemplified the need to put a face to an organization and to educate legislators
on the collections industry and how the FCA strives to be the most professional, compliant
business," said Renee Perrin, executive director of the FCA.
Perrin and eight members of the FCA, including Melissa Nash, president of Accounts
Receivable Inc.; ACA International President Jack Brown III, president of Gulf Coast
Collection Bureau Inc.; David Kelley, CEO-president of The Preferred Group of Tampa; Bill
Poe, vice president of sales and marketing of The Preferred Group of Tampa; Jeff Powell,
executive director at Gulf Coast Collection Bureau Inc.; Erika Smith, associate attorney at
Messer Strickler Ltd.; Mark Laurent, vice president with Hilton Grand Vacations; and Adekemi
Akinwole, attorney with Lotane and Associates P.A., participated in seven legislative meetings
over the two-day conference.
"These face-to-face interactions with members of the legislature are pivotal in changing the
perception of debt collectors," Smith said.
Florida's new Office of Financial Regulation (OFR) Commissioner Ronald Rubin, former
Consumer Financial Protection Bureau enforcement attorney, discussed his priorities for his
term as OFR commissioner. 
"Coming from a background in banking compliance, it is rare to have an opportunity to sit
down with a regulator and have an open dialogue," Smith said. "The relationship that the FCA
has been able to build and foster with the OFR is invaluable. As a young attorney, I believe this
conference provided such an amazing opportunity and priceless experiences. I cannot wait
until next year's conference!"
The meetings during the conference also included discussion of S.B. 1034, Assignment of
Consumer Debts, sponsored by State Sen. Joe Gruters, R-Sarasota, which is the FCA's priority
bill this legislative session.
"We were able to help our legislators understand the impact that collections have on a creditbased economy and they were genuinely interested in our mission and advocacy," Perrin said,
adding it is important for ACA members to be involved with advocacy efforts.
