Debra Ciskey

award repeatedly as she surpassed milestones
in her teaching career. To date, Ciskey has
taught more than 175 ACA seminars. She was
named ACA's Instructor of the Year in 2005.
Ciskey has served on several association
committees, most recently the Education
Compliance Subcommittee as well as the
Affiliate Committee, which she chaired.
In 1997-98, she also chaired the Online
Committee, receiving ACA's Enterprises
Award of Merit for her contributions to the
group, and is a three-time chair of ACA's
Education Council.
She has been active in her local units,
including a term as president of the Illinois
Collectors Association in 2009/10. 
Ciskey also earned ACA's Credit and
Collection Compliance Officer, International
Fellowship of Certified Collection
Executives, Professional Collection
Specialist, Trainer Specialist, Scholar and
Fellow designations. 

MICHAEL FROST
Michael Frost is the chief legal officer and
general counsel for CBE Companies in
Cedar Falls, Iowa.
Frost joined CBE Companies in 2004,
and manages various teams of professionals
including sales, marketing, legal, quality
assurance, regulatory compliance, legislative
affairs, litigation defense, corporate
governance and enterprise risk.
In addition to his role on the ACA Board
of Directors, Frost is also an active member
of the American and Iowa Bar Associations,
the National Creditors Bar Association, the
Risk Management Association, TRMA and
is a guest speaker for a variety of legal and
compliance associations and forums.
In 2011, 2012 and 2014, Frost was selected
by Collection Advisor as one of the Top 25
Most Influential Collection Professionals.

Frost is a vibrant and educational speaker;
his approach makes complex legal matters
understandable and actionable. He holds a
bachelor's degree in political science, magna
cum laude, from the University of Northern
Iowa and a Juris Doctor degree from Drake
University Law School.
Frost is an active ACA member and has
chaired several committees, including ACA's
Large Agency Advisory Group, Judicial
Committee, Legislative Committee and
Special Committee on Membership. He was
elected to ACA's Board of Directors in 2014
and reelected in 2017. He also earned ACA's
Fellow and Scholar designations.
Frost is part of ACA's Attorney State Chair
Program and in 2014 received ACA's Members'
Attorney Program Designation Award.
He has long served on the board of the
Iowa Collectors Association, including
a term as president from 2012-2014. His
commitment to the unit helped him earn
ACA's Unit Leader of the Year Award in 2013.

JAY GONSALVES
Jay Gonsalves, IFCCE, MCE, is president
of Action Collection Agencies in
Middleboro, Mass.
He earned a bachelor's degree from the
University of Massachusetts Dartmouth in
North Dartmouth, Mass., and a master of
health services administration degree from
Salve Regina College in Newport, R.I.
Gonsalves has been a professional in the
collection industry for more than 30 years.
He started out with a Boston-based agency
in 1983, and in 1991 acquired ownership of
his current firm, Action Collection Agencies,
which is the parent company for Action
Collection Agency of Boston and ACA
Revenue Systems.
Gonsalves has been actively involved in
ACA at both the local and national levels. He

was elected to ACA's Executive Committee
as treasurer in 2005 and served as ACA's
2008/09 president. He was elected to the
board in 2015.
He most recently chaired ACA's Federal
Affairs Committee. In the past, he has chaired
the Legislative, Healthcare Services Program
and Interstate committees, and served on
several others. He earned ACA's International
Fellowship of Credit and Collection Executives,
Master Credit Executive, Professional
Collection Specialist and Trainer Specialist
designations, and is an ACA Certified
Instructor. Gonsalves received ACA's James K.
Erickson Continuous Service Award in 2011
and Member of the Year Award in 2013.
He has volunteered a lot of his time to
the New England Collectors Association
throughout the years, including a stint as
president. Most recently he served as the
unit's legislative co-chair.

TINA HANSON
Tina Hanson, IFCCE, is executive vice
president of State Collection Service Inc.
in Madison, Wis.
Hanson graduated from Nebraska
Wesleyan University in Lincoln, Neb.,
with a bachelor's degree in business
administration and management. She got
her start in the collection industry when she
accepted a position in ACA's Data Division,
installing and supporting collection agency
computer systems.
Hanson is a longtime ACA Certified
Instructor, earning the Fred Kirschner
Instructor Achievement Award for teaching
more than 150 seminars. She has also earned
ACA's Credit and Collection Compliance
Officer, Fellow, International Fellowship of
Certified Collection Executives, Professional
Collection Specialist, Trainer Specialist and
Scholar designations.
