KEVIN M. BAICH
Kevin M. Baich is vice president of Day
Knight & Associates in Ballwin, Mo.
After a more than 20-year career in
the retail business, Baich started in the
collection industry in 2000, previously with
a California-based company before helping
launch Day Knight & Associates, which
specializes in medical debt collections.
A passionate advocate for the credit and
collection industry, Baich understands the
importance of talking with his legislators.
Baich has developed relationships and met
personally with various members of Congress
including Reps. Blaine Luetkemeyer (R-Mo.),
Ann Wagner (R-Mo.), Lacy Clay (D-Mo.),
Billy Long (R-Mo.) and Kyrsten Sinema
(D-Ariz.) to explain the Catch 22 collectors
face when leaving voicemails for consumers.
Baich also discussed the impact of the TCPA
requirements on the credit and collection
industry and the need for reform by the FCC.
Baich is an active ACA member and has
served on several committees, including
ACA's Judicial and Audit committees. He
has earned ACA's Scholar designation. He
has also served on the board of the Missouri
Collectors Association, including several
terms as treasurer.
In 2014, he was recognized in the Who's Who
in Collections in Collection Advisor magazine.
JACK W. BROWN III
Jack W. Brown III Esq. is president of Gulf
Coast Collection Bureau in Sarasota, Fla.
Brown graduated from Florida State
University with a bachelor's degree in
business management, and earned a Juris
Doctor and MBA from Stetson University
College of Law.
Brown is a second-generation collection
agency owner. As a longtime active ACA
member, he chaired ACA's Audit and
Unit and State Affairs committees and
has earned ACA's Fellow and Scholar
designations. He was elected to ACA's
Board of Directors in 2015 and served as
2016/17 treasurer. He currently serves as
2017/18 president elect.
He continuously volunteers his time to the
Florida Unit and has served in several board
roles, including president. Currently, he is
the unit's Legislative Committee chair.
Brown received ACA's Unit Leader of the
Year Award in 2013 for his lobbying efforts
to remove or modify important sections of
the Florida state statute to be less onerous for
the collection industry.
He also played a key role in defeating
legislation that would have created
challenging regulations for debt buyers.
Brown and Gulf Coast Collection Bureau
also successfully litigated the case of Mais
v. Gulf Coast Collection Bureau Inc., which
was pivotal in providing clarification of
consent under the TCPA.
Albert Cadena is CEO and president of
USCB America in Los Angeles.
He has been in the credit and collection
industry for close to 35 years. He joined
USCB in 1982, gradually climbing the
corporate ladder. In addition to his current
responsibilities managing and developing
business plans for strategic growth, he also
serves as chairman of the board at USCB.
Cadena has been a strong industry
advocate over the years. He served on ACA's

Special Committee on Membership and
participated in panels at ACA conferences
and industry events, including the CFPB's
field hearing on debt collection in 2016,
where he described his company's high
ethical standards when communicating
with consumers. He earned ACA's Scholar
designation and was elected to ACA's Board
of Directors in 2017.
Cadena has been an active participant
in the California Association of Collectors
Inc. and is a strong supporter of the CAC
Educational Scholarship Foundation.
Debra Ciskey, IFCCE, is the chief
compliance officer for Wakefield and
Associates Inc. in Aurora, Colo.
After earning a bachelor's degree from
Iowa State University in Ames, Iowa, Ciskey
accepted a position with ACA's Public Affairs
Department in 1980 and was later promoted
to director of education. In 1993, she was
named director of training and development
at Afni Inc. in Bloomington, Ill., ultimately
rising to serve as director of compliance. In
2015, she joined Wakefield and Associates in
her current role.
Ciskey was elected to ACA's Board of
Directors in 2012 and reelected in 2015.
An ACA Certified Instructor since
1982, Ciskey earned ACA's Fred Kirschner
Instructor Achievement Award for having
taught more than 50 seminars in her career
as an instructor, and continued to earn the
